Democratic
institutions and civil society face serious challenges in several countries in
the Western Hemisphere. Protection of fundamental human rights, including labor
rights, often needs strengthening, especially in the eight Latin American
countries we have highlighted. Weak judicial systems in the region have been
cited for failing to enforce the rule of law and protect fundamental human
rights, thus undermining democratic stability. Reconciliation, including
support to human rights investigations of abuses during military dictatorships
and other non-democratic governments, and accountability for past abuses remain
critical...
